Hi!
When i connecting to the server it says: "You are banned from this server."

But Konali says for my Ban Appeal: "you are not banned. try reconnecting or reboot ur modem/router for a few secs. Also its possible that this is the general samp bug when the server is full. in other words: Not banned".
I restarted the modem and re-installed the SA-MP client.
What is the problem and how can i resolve it?

Usually this is a connection issue when the packets are jumbled and stuff, so, try these steps and see if the problem persists:
1. Restart your computer
2. Restart your modem and router
3. Disable any firewall software / port blocking software
4. Attempt to connect, if fails; continue
5. See if server is full / or if you're getting contact from the server
6. Do a speed test @ http://www.speedtest.net/
7. If you're getting high ping / horrible internet connection speed, this could be your problem, you would be required to upgrade your internet connection...
Post any results.
