I asked about this in Off Topic but I found my answer.
This is a text color tweak. I don't know exactly how do you do it but I do know that it is some sort of sa-mp client modification. It wasn't mentioned in the help section, so I thought of asking about it. You can see it below, the player is using his own red color.

It's not a spam bot. A friend of mine modified my sa-mp and I had it today. I removed it tough because I didn't know how to make it how it normally was, so I freaked out. Had to reinstall my game completely.
This is all that it does. It changes your chat color.
This is client sided or the server has that feature.
Otherwise its not possible until the server have those commands.
And our server doesnt have that.
This pic was made on my server. And we don't use that either but that couldn't stop the guy from using his red in chat.
If the mod affects other players (they can see it) then it's not allowed.

It's not allowed, we don't want colour fantasies in chat, and it's technically a SA-MP glitch / bug.
That's the thing, it's not the glitch. This was among the new 0.3c features.

No, dude, that would be chaos. You won't be able to make the difference between chat text, announce, anything. Better to be blocked.

I guess you kind of deserve this....but idk. They have to make something from scrap and I doubt it.
if i use it in CT what will happen ??? (except banning or warning me ?)
you CANNOT use the colored text in anyway on the server. it is a bug, and if you are found using it you can/will be banned for bug abusing/not following admins directions (if you have and are told to remove/not do it)

I saw it on Konali's WM, and I asked him, if I'm allowed too..
He said yes, but its not allowed in Main Chat.
Do I need to remove it now? :cereal:
I would say no, even if I do know the secret. I, for one, can't live with people asking again and again about the secret code.

admins officially allowed for colored welcomemsg and all are using this allow :)
rafe, your allowed to keep the welcome message. just dont use the colored chat in any other way than that

well if you currently have the colors in your welcome message then yes you can keep it but if you dont, dont go trying to put it in there now.
Kind of not fair
This secret is not being shared with other members...If a person picks blue I will think it is a cop....I think this is very unfair
allowed colored text is only for current people who have it in their welcomemessage when they connect. if you dont have it in there then DONT add it.. and if you see *ANYONE* using it in chat (blue for example) check to make sure they are classed as.. if X person talks in Blue, check to make sure they are a cop.. otherwise sreenshot it, make a note of it so you can look it up in your chatlog and report the person on forum. they will be punished for it since you cant use it in chat at all.

I won't use it at all but I hope you realize that allowing these people to use this, is not fair.

They were lucky to use it before you clarified the rules. I had it and I used it for 3 messages before I reinstalled my game completely just to get rid of it. Normally I would have taken advantage of this but I refused, because it was wrong to do it when other people couldn't. And I couldn't publish the secret because there would have been chaos on this server and others. Instead, I opened your eyes about it because it's my job as a CT player.
This decision is wrong, and I hope you will see it soon .The proper measure is to forbid everyone from using this.

for those that currently have it in their message at connection can keep it, noone else should be using it nor asking "how can I get it to work," noone is going to tell you.. if you see someone using it in MAIN chat, report it, if you think the color in the message is annoying make a request to have people not be allowed to use it.
