Rule broken: intentional ramming / blocking

Proof:
I was cruising around FC.
Mark99 as a cop started to ram me for no reason, had no fine and I was not wanted at that time.
Also he didnt respond to any messages,didnt stop till my car was as good as broken.

You can see in this gallery my car HP going down.

Update:

Was going to North of LV , while he was coming from there. Saw me and he instantly blocked the road. Tried to brake and avoid but I still crashed.
