Player reported: Rule broken: intentional ramming / blocking

Proof:In the video it can be seen that I was on my lane, but he was on left side/wrong lane, so he cutted me off that even my vehicle state became 'fair' from 'good'. He did many times to ram/block, but I was not able to record.
This could have been just an accident with lag so I can't punish for that.
