I think its usefull to have such a topic like this. Where we can post if an Admin is needed, because a Hacker or anything else is online.

There's no point in making topics like these, we admins also have a life, that's why we can't be online 24x7
Posting shoutbox is rather easy, we see it faster too
Thats basicaly a report form for which a section is already made
@CJ - I understand you also have a life, haha.
But your idea of the shoutbox, is good enough.
