Cops are allowed to camp if they know suspect is going to make a steal/rob. Basing on what I can see on your screen ("Rob Chauf's house in Hushbary") its safe to assume he knew you were going to rob a house (you appear bright yellow in minimap when you're doing a mission).
Also remember camping =/= idling.
Therefore saving an admins' time, locked.

I want to add this:
Camping = Waiting for fined/overweight/wanted people to come nearby.
Idling = When the cop isn't doing anything that could bring him closer to a fined/overweighted/wanted person for about 3-4 minutes.
If there is a mod/admin online you /report him for idling then the mod will check it and sent him a message to do his cop duty.
