Player reported: Rule broken: abusing police powers

This player was a cop, and he had no respect towards the police department. He also rammed other cops inorder to protect the thief during chase. Somewhere he also said, 'Dont worry Im with you thief'. In the photo,
a player gets wanted and after that he said that he is not gonna arrest that wanted guy.. also says 'fuck yeah fack da police'. If he doesn't like police, then why is he in police deparment?
I cant act on his statement alone. I need solid proof to be able to do anything,
