He said "ma-ta-i curva" = "Your mother is a whore" wich is one of the heaviest insults in romanian.

Steffan's insult was punished in game by moderators.

Not sure whether you misread the report, but Stefan was punished in-game for whatever he said and I guess according to this report, TROUZHEN was not punished.
