Is this a laptop or a desktop?
It sounds like you're using integrated graphics instead of a dedicated graphics card. Integrated graphics won't get you very far gaming wise as the dedicated video ram is very low.

Yeah, this laptop has integrated graphics which mean the processor is also the graphics card. This is fine for regular use and light gaming but it will not play games that require decent graphics. It won't have an issue with GTA:SA though.
What "Can I run it" is reporting is most likely correct. You do not have 1.3GB or dedicated video ram even though control panel is reporting it.

There's this, but you can't really upgrade a laptop. You'd really need a desktop to upgrade parts.

The price of upgrading a laptop gpu is bigger than the laptop`s price.It doesn`t worth.If you want to play games,get a PC,if you need portability,get a laptop,or remain with this one,but as Hobo said,only light gaming.
P.S For any grammatical issue,i am tired as f*ck,i assume them.

I had something like this.
Maybe you should check what kind of graphic thing you have and then download the driver. (Mine wasn't installed when i bought my laptop)

Your laptop has a integrated graphics card (an old one too). My laptop has the same graphics chipset (Intel 4500M(HD)) and I would be lucky to get more than 30 FPS in an empty place like Bone County, and driving past Whitewood Estates truckpark dropped framerate to 3-5FPS.

It won't get better than this, I spent a lot of time trying different things, and all I can suggest is;
- use low-resolution gta3.img textures (GTA Shrinker will compress the textures in gta3.img)
- use low-resolution particles, or even no particles at all (google "gta sa low res particles")
- use a different timecyc for a shorter draw distance (google)
- make sure your laptop graphics settings are set to "maximum performance" with power scheme set to "high performance"
- use software vertex processing for gta_sa.exe (Intel Display Adapter Management Tool, might not make a difference, might even make it worse)
