Most of you have a steam account and have buyed many games. I am thinking of make a account. But first i need to know how it actually works.
I mean u can buy games and then u can download it to your pc/laptop. Once you buy a game from your account, you can download it again ?
And if u can download it again, is it possible to download on other pc ? Like if i buy a game from my laptop and i want it on pc too ,so is it possible ?
and if i download a game. Can i give that game to someone ? by giving him all files by hard disk ?
I am asking here because a lot of guys use it.
You can download games that you own as many times as you want.
I use steam on my desktop PC and my laptop. Laptop counts as 2 because of 2 operating systems. So I use my account on 3 PCs.
I doubt you could send your friend the files to let him play. I've never tried.

OT: You buy the game and the game will be on your steam account forever. It's easy, you'll see when you install Steam and buy your first game.
You can install on somebody else PC but if you want him to use the game too you need to give him your account username and password.
If someone knews better, pls corect me if i'm wrong.
Yes I believe if you buy a game once with one pc, then login to your steam on another pc it will just say install instead of buy, but you can't install the game from one account, and then login with another and play it. I haven't tried doing that but I assume they would be smart enough to prevent that type of stealing

To be honest, you can. You just need to share you're library with another account :)
So. If i use someone's account and he has few games. I can download them and play ?
And do u need internet connection to play offline games too ? Like if i use Hobo's acc and play payday 2 offline. I need net ?
Or i can just download the game from his acc , then i log out. after that will i be able to play that game ?
And is it allowed to share acc ?

That is not how it works, your game and gamekey is tied to your account, if you download the game from your account to someones pc and he has that game on his Steam account (meaning he has the gamekey) he can play it, local content doesn't matter in any way, only thing that matters is the gamekey. I can download my CS:GO on your pc, but you can NOT play it until you buy it from the store or get someone to gift/buy you a gamekey for CS:GO.
So that means i'll have to buy games i want to play.
And when is the best time to buy game ? (when are they cheap) Last time was christmas i guess.

Last one was winter sale, there might be an Easter sale soon, and yes if you want to play a Steam game you will have to buy it.

Had to unlock to explain you something: when you buy a game at steam you are not originally paying for the game, you are paying to get the license in order to be able to launch the game.
In the past licenses was attached to your account and none other than you was able to use it, but recently steam has enabled a feature called Family Share where you can share your game license with your family, example: sharing a game with your brother, for more info you should look at http://store.steampowered.com/sharing/?l=english (http://store.steampowered.com/sharing/?l=english).
It's still in Beta tests but it will be official soon.

btw what is VAC banned ?
VAC stands for Valve Anti Cheat system. It is used in a number of games (not only Valve ones) and if it detetcts you are cheating, it will ban you from playing on VAC secured servers in the future. That is bad because pretty much all servers nowadays are VAC secured.
Getting VAC banned is almost the same as saying Bye to Steam because when you get banned, it bans you from everything what is Steam for: multiplayer games.
It depends on which kind of games you cheat, if they are any Counter Strike, Team Fortress, an another couple of Gold games you get banned at all games, if you get banned at games that aren't gold ones then you get banned just at them.
You can only play on no secure servers which you can play with no steam versions so that means you wasted money buying a game.
