Thats what i have picked for the budged of 700 € ( i had to convert all prices from croatian money to € so the values are not 100 % correct

I would suggest getting 8GB of RAM. Other than that it looks good.

why is the gpu bad?
I suggest replacing the i3 (dual core) with some i5 (most are quad core, some has even hyper threading [acts like 8 core])
Dont know on nvidia side really is the 650 good

By looking at specs it seems like even Radeon HD 7770 beats it in every way apart from video memory..
Though 7770 being around 140€ too. It really depends if you want faster GPU core or more vRam
The cooler looks pretty squishy..
That CPU Cooler. I can personally recommend it. the i5 2320 3.2Ghz which has one currently idles at 33C with that cooler.

I would personally go with the Radeon 7770 if available. it will most likely be bit cheaper and slightly more powerful. If you want to sacrifice the 2GB of vram. Also the GTX 650's Memory clock is really slow.. so the 2GB would probably get squished by 1GB with 4.5Ghz Memory clock over the 2.5Ghz GTX 650 has (Faster it is, quicker it loads to the memory all the stuff, helps alot with games lots of shadering and post processing effects which tends to be vram heavy activity)
Also if you can fit larger PSU in your budget it would be good too. 700 or 800W could leave you bit headroom when you want to upgrade for more powerful card later (?)
