Just trowing this into the air, how about making an event with 1 coach, 1 driver and 99 passengers?
No winners ofc but we could have a car show after and some things like that..

What for?
Coachs only have 8 passanger seats.
As Sandman said it's not possible unless there is a mod released where you can do that many passengers and every single person would have to have the same mod for it too work.

Nope, its unlimited.
In gamerx server, an admin did it and was ~140 players inside the coach.

In that pic it says 8 passenger seats. So there must be some mod or something that the gamerx server has.

Well, must be something of the "new" version because it was a time (few years ago) because i didnt know the G key and jacked the coach from admin and i remember to crash and when i rejoin i couldn't find the big ass coach, i will try on cvt more tham 9 passengers, if not working fuck this event!
Maybe more passenger possible with a server-side mod...?
