Why don't we have IRC, it would be very usefull, specially to contact each other. You can create a free channel on GTANet or whatever and assign mods & admins, Assign bots (2 Bots for a channel) That would echo the chat ingame to IRC, and vice-versa.
No.
We have shoutbox. It's enough
The shoutbox lags as its connected to the Forums, IRC on the other hand, has BNC's (Free Bouncers, that keep you there 24/7) and with no lag.
No
we had an IRC channel but it was unofficial and the person from who we were using it from (Lindsey's brother) wanted it back.. and if you want to make one, feel free but it will only be for your use as it will not be an official CVT IRC thing
There will never be chat that will send messages to in-game, you can only read messages from in-game via the live web chat (Mick said it). But for a separate IRC chat, who even uses it anymore? Plus shoutbox can be made less laggier however because of the forum 508 issues the refresh time was increased.

Its a high possibility, only mick needs a filterscript from the SA-MP Forums for it. You use !say to transfer your messages ingame. (Believe me, it works, i have it for my own private usage server.) IRC Chats are WIDELY used, even if they are old. Tons of San Andreas Users use it.
Not needed.
I know a samp server who use irc on main chat too, i have tried, its pretty amazing and cool.
Btw i suggested this a while before lulz.

+1
IRC has amazing features. Its a cool thing for both admins and players.
Maybe disabling the chat exchange from IRC channel chat and ingame chat would do?
We have enough spam in game chat as it is. We don't need to show any IRC messages there.
