It's nice, but on that first texture, the tire texture doesn't look very good. It's even shining..
And, why tell us what its best replace is, when you're not even sharing it :p

So for who doesn't knows:
The rims are kinda of a test... not sure, another problem is their color... and that's why they look ugly...
What program do you use? 3DS Max or Zmodeler?
Kinda both, to export mods and do the small modifications i use ZMOD, and with 3DS doing parts or smth that i need
I used 3DS for a while and found that ZMod is easier to use when doing texturing. You might give that a try (for fixing the wheels/tires as you said you were having problems).

Set a higher resolution on your gta, that 800x600 is screwing the quality.
