is it possible to create shortcut key in turning on/off lights of a vehicle?
/lights is command you can turn on/off lights.
You can create a shortcut by using a keybinder such as Chaos SAMP Keybinder, then all you have to do is launch the program, and have the first field ticked off, and have in the text box:
t/lights~
You can assign it to any button, and there you go, shortcut for lights. Bam.
u mean like /l or something?
You can use keybinder to bind /lights command. Otherwise it's not possible as keys detectable serverside are limited.

About the /lights cmd, every time i login in the server i have to do /lights, every fucking time, can be perm the cmd? So every time i login i dont have to do it, please.
While I do think this is some what of a good idea, I would much rather have an "auto" option, this setting would automatically turn on the lights on and off depending on time and weather.
example, say its 12:00 suns out, bright in ls but raining in sf
lights would be off in ls, but when you hit sf, lights would turn on.
thats the standard way of gta anyway. darkness llights turn on, daylight turn off, rain, fog, sand storm whatever lights turn on. the standard gta way. mayby there should be option for manuel or auto.
