i cant get the game to load it dosnt have that bar on the bottom of the screen what do i do

Installed any mods recentley? Or changed any hardware?

i think i fixed it i justed removed a thing called effectsPC

I think you better have a default one or any from the well known mods, because that file is responsible for ingame effects which make the game look more realistic.
