Yeah,
Its Rakkos sound mod, I am not sure If I had edited it for my use but it modifies almost all of the default sounds (even for things like changing view/countdown) + adds new sounds for certain things

They are actually PMC effects (effect files from a mod called PMC - pimp my car)
But, particle.txd is from overdose effects edited version (not the default one) without smoke, because it makes the screen not visible sometimes, so its an edited version.

I am not sure which textures you are talking about, if you are talking about road textures, the just google "road mods for GTA SA", you will get road mods for LS, LV and SF, and if you talking about the hud/map/radar then they are here in this topic (http://www.forum.convoytrucking.net/index.php/topic,21868.0.html).
