Looks like he also has a timcyc mod that makes the days and nights more realistic.

I bet I might have a better guess as to what he has...

ENB
Draw distance mod
timcyc mod
Rubber's carcols mod
Ugly Dodge mod

Water is within the ENB settings, clouds are timcyc mod, he doesn't have SRT or road mods (at least last I heard he didn't)
