Ive been a theif for 2 days and this happens

I'd say that would be classified as idling, so if that's the case it's not allowed. Especially if the cops follow you.

well if you and them are both in tha same area cops can "patrol" nearby in case you do get wanted... they still have to do their job otherwise.. they can just follow you only.. if you see something like that again, drive around for 3-5 minutes and see if they follow you, if they are then they are breaking the rules by not doing their job and could get the badges revoked.
