Hello. I heard about skimmer fly problem before. I have the same problem too. But when i went into the water and swim, it was really slow as well. Could it be a problem with water, no skimmer itself? Greetings

it surely hasn't got anything to do with gamemode.

make sure your GTA SA has enabled "Naturaltalent" and "buffmeup" cheat in single player mode. It may make you swim at normal speed (fast) in samp.

This issue started happening after the 0.3d SAMP update, so I'll guess it has to do with SAMP and this "smoothness" they added to stuff.
But don't worry, the Skimmer will take off, just give it time. Lots of time.
