it was peak time with over 1700 different models and textures around so it slows you down pretty much also it was my laptop too, You get 75 because you have less than 5 mods and they are not HD or high quality mods

It looks like a simple adaptation of the RT mod that's on the Mods board by Hayabusa....hmm.
