I'm not sure what is being suggested here, although something needs to be done about cheat detection since if the host moves to a better protected server then cheats will be the #1 problem. My ideas include improving Smokey, including a third-party anti-cheat script, or allowing respected players to votekick/ban new players (see below).

Assuming new players are "trojans" is not the right answer though.

The thing is without admins and mod we have no power to kick/ban the hacker, so yeah there should be a system that works without admins/mods (just like smokey but more powerful) or maybe working with commands from normal players, well...I think how about adding a system of like "3 reports and the hacker is kicked" and after 2 kicks 3rd time 3 reports by player it will ban the player.

I don't really know if it would be a good idea to give powers to normal players, but I do think it could go good too like: "Transport Tycoon" ranked player can only use this new report system (or Transport Tycoon player's report will be taken in this way, in serious way) like 2 kicks then ban.

anyways yeah it should be taken seriously as players are leaving ct and this guy hacker...not leaving anymore

Example:

Wannabe TripleH connected
(never doing any mission at all & not moving anywhere)
[server attacked: You lost connection or Server restarted or all players fly in sky]
- he must be kicked.

this untill 5 times:
he must be banned with IP.

Why:
by loging into the server, they are able to sent enormous numbers of requests to server and sink it, untill the server cannot more register.

If we are vigilant regarding those type of hackers, this can fix a major part of issues.
