I think after 18, the second level is 13, 5 less directly, right ?
If i remember, sometimes its 18, but once a fuel tanker unloads, it drops to 10.

I think that's true, never saw 17, 16, 15 or 14.
13 should be the most but maybe someone changed it, who knows :P
20 is max(i think), because all rates get reset after restart... and who doubted you about the rate 18?
rate 10 is only default on aircraft
