Nice vehicle to use ELM, but thats not allowed, so the lights stay shit and not flashing.

Yeah, it's fully ELM compatible. Looks epic!

Though I would advise testing elm on other servers. ^.^

You can put it over anything you want really. I have it on the FBI rancher, so that is what you download it as. But you could just rename it to copcarru if you wanted it on the police rancher or something.

The wheels looks to big for the car and by the looks of it if you go off a jump or somthing looks like the wheels would come through the fender. If the wheels where smaller the mod wouldn't look to bad

That's caused by what you put it over, if you had it on the SFPD the wheels wouldn't be as big. If I where to make them smaller on the model, it wouldn't look real great on another Police car if you where to do that.

If those are the stock rims for that car, why don't you size them to fit the model. Unless you have those as a sa rim (from mod shop).

I just explained that in my previous comment.

If I where to change them on the model, they would look shite if someone wanted to have the car on the SFPD. The wheels would look no more than 6 inches thick, if that. If someone where to get the mod & have the same feelings, then by all means they can alter the wheels themselves. I left them like that because there are more cars it would end up looking worse on than better.
To demonstrate what I am talking about this is what the car looks like in a 3d workshop. That is what it would look like on the SFPD as current. If I where to make them smaller for the rancher they would need to be half the size. That would look absolutely ridiculous on any other vehicle besides a rancher. My police mods are designed to be placed on any cop car ingame, to better suit the user.
