happens with me too sometimes.. I just uninstall samp and then install it again, then I restart my PC, then I uninstall samp and install it again...
And done, works for me. Not sure if this will work for you too but you can try it out, it might work.

Try resetting your home router. If that doesnt fix it, from what i can find on google, its an ISP problem.

And yes I restarted my pc, except router.

Samp client will not find server if multiple entries are listed due to anti-flood measures installed on server. This will probably include ICMP ping requests too.
