Check the criteria for being a cop. Include 100 missions and set a requirement to set up 1000 missions to u can pass test, because here is so much noobs in police and rammers, killers...

I agree, So many new cops are blocking and ramming for fines.

Increasing requirements will not help. Stricter consequences is needed.

Yeah I think there must be some kind of ban for those players who don't follow police rules (banning from buying cop badge), if someone is breaking them they will get a small warning message to do not break cop rules and follow them, if they keep continue then their badge will be revoked and they will be banned for buying a cop badge for like 15 days (just as a punishment) and it will go double next time 30 days and so on, this might create some fear in player's mind and they might follow rules.
