Is it possible to active vip with SMS ? cuz i dont have money on my card ... and this is the way i only can send money ... ? JoroBUL told me that .. before 2 years was posible with sms to active V.I.P

i can't understand it the OneBip what is (includes 175% carrier fee and OneBip fee ? what is that ?
