when did refunds get implemented and how do I know I get it?  I have never seen this

Its part of server sided money. It detects your money change, and sets your money to what its supposed to be at. I've gave an example in a suggestion thread i think, about server sided money.

Break car > note how much money you have > go to pay and spray > enter > fix car > note you have the same amount of money
