1. first picture is a artict and van load/unload and serves no purpose to load or unload fuel there since there is nothing there that uses fuel, hence fuel load/unload
2. second picture- there was a fuel load there (refinery) but it was removed and there have been several discussions on it coming back and nothing done yet so it wont.

your in LS and you type /work in a fuel truck, you get WC because its the closest place to load fuel

I believe and i think the loadpoint at LS got removed due to being bugged at certain points / areas, detecting the most closest loadpoint at wet county. Anyways i will check it when i can, probably we can add a new one more in the middle of los santos instead of that place which is close to wet county.

Where are you going to get fuel from on the 1st picture?  doesn't seem to have the same feel as WC, LV or SF load.

2nd picture has already been suggested multiple times. If its agree'd by others. Ill get the coords for mick to add it in.

I just make this suggestion because if i start work in sf, i need go to fossil oil in red county.If i start work in ls, i need go to refinery in wet county or i go in lv for new mission.

SF I don't think that it is needed and there's no point of loading fuel from there. It's just a dock which is busy with house robbers and thieves. Also, Fossil fuels isn't that far from this location. -1

LS This city needs a fuel station, and the location which you have given is kinda okay. If there's any bug, a new fuel station should be made, either in East LS or nearby to sea. +1

I think SF basically have a fuel load point, it is next to the city ~1minute away.
Now LS is another story... When I worked fuel missions for achievement, I always got mad if i accidentaly typed /w and then I realized that I have to go WC. I always forgot that LS don't have a load point... So LS should have one, but (I think) SF don't need it.
