If i remember, sometimes its 18, but once a fuel tanker unloads, it drops to 10.

I think that's true, never saw 17, 16, 15 or 14.

20 is max(i think), because all rates get reset after restart... and who doubted you about the rate 18?
rate 10 is only default on aircraft
