The watchlist is fairly automated. Players get added regardless if reported or not after some days of inactivity. The moment the watchlist sees you've got more than 60 days since last mission, and you haven't lost house, you're tagged in bright red which means you're deemed inactive and it's probable admins will evict you soon providing there's sufficient data available.

If you overlay the 2 graphs, you'll see there's a small amount of time played in the inactivity time, but no score at all. The characteristics of an inactive player.

You can also get raw stats (lastlogin is new field that was recently added which wasn't possible to retrieve before)

A active player would either have "sawtooth" time graphs (even a long sawtooth pattern as in a few hours every Sunday is ok) and/or doing missions.

Unfortunately the watchlist can't see back in time so proof only exists from the time a player was added. Personally I think if the player still has house and has a old last mission date (over >75 days ago) that player is eligible for eviction asap.

Players report inactive players after 10 days etc because they knew they just logged in and logged back out. To be perfectly honest, even if that player was actually active, it wouldn't be a problem.

It may seem like not a lot is happening when you report someone, but you should probably know 98 scripts run every 24 hours to find and monitor inactive players. From there, I can't do anything, it's up to admins to decide to check the watchlist.

Also even staff will automatically get added if they are seen to be possibly inactive. Even Mick can get added, there's no hard-coded exceptions in the watchlist.
