Reason:
1 cop = 1 thief, so that there are not high rates of cats and dogs chase in the server, which may lead to more accidents for the truckers (since this is a trucking server, so they should be given preference), more thieves mean more accidents because they are not fined for speeding or driving on wrong lane. Besides that cops may get so busy with the suspects that they won't even have time for checking overloaded trucks/etc...

And regarding the second one, I like non-cop cars.
