It'd definately be a nice thing to have, especially the points for reporting someone who gets banned shortly after, but that's be easily abused: I can already imagine that every time there's a cheater on server someone will tip off everyone to report him and reports will be spammed like there's no tomorrow.

So it is possible to do, if A player reported cheater and the B player wants to report the same cheater he will get the msg: "This cheater has been reported." to avoid the spam or something like that  hm?

That is pretty much the same thing that you said about having the form plugin for ban appeals, report players etc...
